    Recently, the largest "fish-light complementation" project in my country, the 1.09 million kilowatt Haitang photovoltaic power station invested by Guohua in Hebei, was successfully connected to the grid for power generation. The project is located in Cangzhou City, Hebei Province, on the coast of the Bohai Sea. It is the third batch of large-scale wind power photovoltaic base projects in the country, with a total investment of about 6.5 billion RMB. A total of 363 square arrays with a total of 2.31 million solar panels will be built, covering an area of ​​about 26,000 acres. After completion, the project will rely on Cangzhou's unique natural resource conditions and good aquaculture industry to carry out key technology development and application research on green ecological aquaculture of "fish-light complementation" in seawater ponds, build an innovative technology system for green ecological aquaculture of "fish-light complementation", and explore new paths for upgrading the energy + seawater aquaculture industry. It is understood that the project is the new energy part of the "Green Port Hydrogen City New Materials" project invested by Guohua in Cangzhou, Hebei. In addition to the million-kilowatt new energy base, the "Green Port Hydrogen City New Materials" project will also build 50,000 tons of green hydrogen synthesis ammonia and green hydrogen infrastructure per year, and strive to create the country's first coastal green ammonia comprehensive application demonstration project. In fact, the project belongs to an offshore photovoltaic project. In April this year, the competent authorities officially issued the first national policy on offshore photovoltaic sea use, mainly supporting four types of photovoltaic sea use methods: nuclear power warm drainage area, salt field salt pond, sea aquaculture area, and offshore wind and solar co-site, 2 kilometers offshore. According to public information, Guohua Investment officially obtained the project indicators in June 2023. Before the groundbreaking ceremony on March 28, the project completed the relevant sea use procedures. Guo Kaimin, manager of the "Fishery and Light Complementary" project department of Guohua Investment of the State Energy Group, said that after the project is connected to the grid, the annual average power generation will be about 1.86 billion kWh, which can meet the annual electricity consumption of about 2.79 million residents. It can save about 561,000 tons of standard coal and reduce carbon dioxide emissions by about 1.4 million tons each year. The project is located in Nadong District, Shannan City, with a site elevation between 5046 meters and 5228 meters. It has become the world's highest altitude photovoltaic storage project, providing practical experience for the construction of new energy industries in high-altitude and cold areas.   The total installed capacity of the Tibet Caipeng Photovoltaic Storage Project is 150,000 kilowatts. The project is led by the Kunming Institute of China Power Construction Corporation and the China Power Construction No. 9 Hydropower Bureau is responsible for the construction. Among them, the first phase of the project located at 5100 meters will be put into operation at the end of 2023, and has accumulated more than 60 million kilowatt-hours of electricity, effectively alleviating the seasonal power shortage problem in Shannan area.   The second phase of the project started construction in August 2024. The total rated capacity of the project is 100,000 kilowatts. It is planned to install nearly 170,000 solar panels and configure a 20MW/80MWh grid-type energy storage system, which can output a total of 80,000 kWh of electricity for 4 consecutive hours at night.   China Power Construction introduced that the second phase of the power station project uses a new generation of photovoltaic modules, which has increased the photoelectric conversion efficiency by 7.5%, and adopts bifacial solar panel design, which can make full use of the reflected light on the ground for power generation. The overall efficiency is 20% higher than that of traditional facial photovoltaic panels.   Now, the smooth commissioning of the second phase of the project will further enhance the power generation capacity of the entire photovoltaic storage power station. The annual power generation is expected to reach 155 million kWh, meeting the annual electricity demand of about 50,000 households. This achievement will effectively alleviate the power shortage problem in the winter and spring seasons in the central Tibet region.   China Power Construction said that the entire second phase of the project covers an area of ​​about 2,000 mu, with a total of 250,000 photovoltaic panels laid. The region has extremely abundant average annual solar radiation, more than twice that of plain areas at the same latitude. The resource grade is rated A, providing unique natural conditions for the efficient operation of photovoltaic power stations.

    The Brazilian government has raised the import tax rate on solar modules from 9.6% to 25%.   Introduced by the Ministry of Development, Industry, Trade and Services (MDIC) this week (12 November), the tariff will see an increase of duties for solar cells built in solar panels or modules – as described in the government’s Official Gazette of the Union – and entered into force on the same day.   This is the second time the tariffs have been raised this year, with the implementation of the 9.6% duty on solar modules taking effect at the beginning of the year.   The tariff increase was in response to requests from two national module manufacturers, BYD Energy Brazil, a local PV module manufacturer subsidiary of Chinese automaker BYD, and Brazilian module manufacturer Sengi Solar.   After hydropower, solar PV is the technology with the most installed capacity in Brazil, with over 48GW in operation. Solar PV represents 20% of the country’s total installed electricity capacity.   Brazilian trade association Absolar said in a LinkedIn post that the decision was a “setback in the energy transition” and could risk an increase in prices and the loss of investments.   Its executive president, Rodrigo Sauaia, mentioned during a panel at the Conference of the Parties 29 (COP29) in Baku, Azerbaijan, that: “This can impact very severely projects that are already under construction.” Sauaia added that the tariff increases will freeze the conditions for the market to access financing.   He also highlighted the timing of this decision, considering Brazil is set to host COP30 next year. “It is very important to help renewable energy technologies, to help the energy transition accelerate, not decelerate,” said Sauaia.   A survey made by the Brazilian trade association regarding the increase of tariffs on modules to 25% puts over 25GW of solar PV projects at risk of being cancelled by 2026, according to several local news outlets.
